TCAPI is not ready for production use yet. It is in "pre-alpha" status, meaning most things aren't built yet but some of the core functionality is there.

You can checkout TCAPI from the SVN repository, hosted by our friends at FreeSWITCH.

   svn co http://svn.freeswitch.org/svn/tcapi/trunk/

There are installation instructions in INSTALL.TXT in that checkout.
